The Maison Commune has been housed in 11 different locations since the district was liberated in 1189.
From 1822, it was housed at 5 rue Rigault, together with the library and the museum.
These premises proved to be too cramped, and in 1886 the town council decided to purchase four houses in Place Drapès and Rue Drapès which were subsequently demolished in 1899.
Bids were opened for the construction projects, with a maximum of 550,000 French francs available. Out of the 39 competing bidders, the panel selected Mr Dupont and Mr Poivert, who were architects from Vanves.

The first stone was laid on 21 April 1901 by Lucien Cornet, Deputy-Major, and in 1902 this major project was completed, despite the bankruptcy of the company called "Les Maçons de Paris".
The town council took up residence in the new town hall on 26 March 1904 and the official inauguration took place on the following 3 April.
Auguste Mangonot decorated the walls of the drawing rooms, Jacques Scherrer produced the canvases depicting the first civil wedding in 1792 and the reading of the Liberation Charter in 1189, and Emmanuel Cavaillé-Coll. Decorated the ceilings. The Brennus (Gallic leader) which sits on top of the clock is the work of the sculptor Anatole Guillot, who originated from Etigny.
The final cost of the projects amounted to 1,085,233.10 French francs, more than double the estimate.

An imposing double grand staircase led to the grand drawing rooms. Prominent individuals from Sens were commemorated by medallions. A pair of Sevres vases donated by the President of the French Republic, Emile Loubet, embellish the side recesses. It was a tradition at that time. The President of the French Republic was asked to donate an objet d'art to decorate the future building.
